Sergejs Frolovs is the founder and Chief Executive Officer of BLV Advisory Group, a leading Latvian real estate consultancy and construction project management firm. For 15 years, he has guided the company—originally established as Būvuzraugi LV—from its launch to its evolution into a full-service advisory group providing comprehensive project oversight, technical supervision, and strategic consulting across all stages of real estate development.

Under Sergejs’s leadership, BLV Advisory Group has delivered technical and project management services for hundreds of projects throughout Latvia, ranging from large-scale commercial developments to complex infrastructure initiatives and heritage renovation assignments. For now BLV Advisory Group is working on 3 bln. development project in Riga, Latvia – Riga Waterfront, delivering comprahensive consultancy services to UAE developer Eagle Hills.

Sergejs advocates a client-focused, systems-driven approach emphasizing early involvement, risk mitigation, and quality control. His methodology helps clients navigate the complexities of construction while ensuring budgets and timelines remain on track.
